Recycling and Waste Management Solutions Business Levenseat became the first Scottish company to achieve “end-of-waste” status for its new low-carbon aggregate product stream.
The Lanarkshire-based company has obtained accreditation from the Scottish environmental regulator SEPA for its newly developed products, which provide a sustainable and lower-cost alternative to pristine aggregates used in construction projects.
Developed by the Minerals division of Levenseat, three of the newly certified products – 0-10mm IBA aggregates; 0-25 mm IBA aggregates; and IBA aggregate sand – are produced from waste incinerator ash (IBA), while its recycled sand contains sweep and gully waste.
End-of-waste certification ensures that new IBA aggregate products, including IBA sand, can be used as a safe replacement for 50% virgin aggregate material in a bonded application, while recycled sand has been approved for use in concrete, civil works and road construction.
Using its IBA innovation, Levenseat has also developed a range of sustainable building products, including Lev-co low carbon concrete blocks, made from a blend of the company’s new aggregates and virgin materials. .
Compliant with internationally recognized construction and safety standards, Lev-co blocks offer a direct and durable replacement for traditional interlocking concrete blocks, requiring no cement, and are fully recyclable at the end of their life.
It was a rigorous process, which included a detailed technical and environmental analysis and the implementation of a factory control system to ensure that the products always met the required specifications.
Levenseat’s low-carbon product offering is designed to help construction companies lower their construction costs while reducing their environmental impact by replacing virgin aggregate in concrete – for every ton of recycled aggregate used, 29 kg of CO2 are avoided.
In 2020, 2.7 million tonnes of IBA were produced from waste energy plants in the UK. By transforming them into recycled aggregates and directly replacing the virgin extracted aggregates used in concrete, a carbon saving of 78,300 tonnes of CO2, equivalent to 41,826 car trips or 36,520 flights can be achieved.

Levenseat has also achieved end-of-waste status for Pulverized Fuel Ash Replacement (PFA) production, a product that was shortlisted as a finalist at the 2021 National Recycling Awards.
Produced from fly ash and incineration cyclone, PFA replacement provides a cheaper, low carbon option for low strength concrete. Based on the UK 2020 fly ash and cyclone incineration production rate estimated at 450,000 tonnes, the use of this new PFA substitute when used in low strength concrete would generate a total carbon equivalent saving of 151,200 tonnes of CO2, which equates to more than 80,000 car trips or more than 70,000 flights.
